Margin in popup modal_dialog

Hello,
Firstly I would like to inform you that FTP and Database data is not available yet, the site is being developed locally and as soon as it is approved by the client I will have the correct DB and FTP information.

I am not able to insert the margin-top or padding-top code in modal_dialog, how do I make these changes? Menu menu this is the modal_dialog and I can not close the popup. Would you also like to know why CSS is leased to Amazon?
