SIMContest: Paypal, Voting, and Photos

1. When using Paypal for custom payments, are winners payments sent automatically or must this be sent manually?
2. Can users vote more than once for the same entry? How do you guard against this?
3. Photo contests are limited to only 1 photo. Is there a way to increase this? Do you offer customization for this?
